State Surveyors and Deemed Status Organization’s are being trained and held accountable to ensure the Hospice CoP’s are being followed with emphasis on patient safety. CMS Contractor Post-Payment Medical Review continues to ramp significantly in many areas of the country with profound overpayment determinations being made. CMS is working diligently to implement a required Comprehensive Assessment Tool for hospice – HOPE! The industry is facing the most heightened scrutiny since Hospice became a Medicare benefit in 1983. Mr. Forrest began his career in 1979 as a Financial Auditor for a government contractor overseeing the Medicare Program. He entered the home health industry in 1992 as CFO for a home care operation in Nashville, TN.

In 1994 he founded Forrest Consulting Services and has been a consultant to the industry since. In 2012 he founded Regulatory Compliance, LLC with the mission to partner with home care and hospice providers to help them navigate the ever-changing regulatory environment.

Randy is a strong provider, advocate, and national speaker; training industry partners in compliant operational practices, regulatory requirements, changes, and reimbursement retention.

As Director with Regulatory Compliance, he provides Interim Executive Management Services and works with a team of experienced home health and hospice clinical professionals to provide operational and clinical compliance oversight, appeals for claim denials, clinical due diligence reviews, operational reviews and cost reporting services. His rounded experience working on “both sides of the fence”, so to speak, is a great advantage for clients. Now as Co-Founder of S.M.A.R.T. Healthcare Compliance Resources he is excited to be part of an organization with a mission to service clients on the front-end of the clinical compliance process.
