The Medicare Review Choice Demonstration (RCD) is a program introduced by the Centers for Medicare & Medicaid Services (CMS) targeting Home Health Agencies (HHAs) in select states, with the primary objective of curbing improper payments and fraud in the Medicare home health benefit program. HHAs participating in RCD must opt for one of three review options, including pre-claim review, post-payment review, or minimal review, based on their compliance history. It necessitates thorough documentation of services provided to Medicare beneficiaries, adherence to Medicare coverage criteria, and compliance with documentation requirements to avoid claim denials or payment delays. CMS offers education and support to HHAs, ensuring a successful transition into the program, which aims to balance cost control with the delivery of high-quality, medically necessary home health services to beneficiaries.
